I think I understood your question.  You want a system to take messages only and not necessarily forward the calls.

onebox only charges you for minutes when you are actually talking to a person.  All other times the minutes are free.  It's a good company and I have the links on my website and more information about them at:

The only trouble with them is that their less expensive plans only give you 1 extension.  However, you could setup your messaging system to be more generic and streamlined.

Other than that I highly recommend RingCentral.  They do offer very affordable plans and include minutes with their monthly fee.  Their plans also come with multiple extensions.  If your call volume won't be high (over 500 minutes per month), they might be a better option for you.  I have several coupons for them and additional information listed at:
